Ottawa Budget Drawn Up With Few Surprises
The budget announced by Mr Abbott on April 6 carried no major surprises for MPs or the public. Expenditures and taxes showed little change, with small reductions mainly in excise taxes on electrical goods furs and a few items, costing the treasury about 36 million dollars. The budget forecasts a surplus near four million dollars. Abbott’s remarks highlighted two Western concerns: support for Quebec Premier Duplessis and tariff policy. He reiterated that Ottawa would not expand allowances to Quebec beyond the 51 already approved, and warned that granting the 15 percent income tax deduction claimed by Quebec could undermine federal-provincial agreements and allow provinces to tax near 100 percent of the federal levy.
