Illinois expands licensure of fundraising raffles statewide

Springfield AP reporting from Illinois outlines broader raffle licensing for charitable groups including service clubs, youth sports, theater and school groups under a bill sponsored by Rep. E J Giorgi. The measure allows local governments to issue joint licenses and removes a provision permitting political committees to run raffles. Legislative action followed Thompson changes in the Senate and House. Separate efforts seek to curb bingo abuses, with Levin proposing limits of two bingo days weekly at most locations and Peters urging a Legislative Investigating Commission review. Cronson estimates up to 122 million in bingo receipts went unreported, with up to 6.1 million in losses to the state.

City Burn Permits Pass Over Veto Amid Limited Scope

Legislation allowing small counties to permit burning landscape waste like brush and limbs won approval over Gov. James R. Thompson’s amendatory veto. The act limits itself to counties under 200000 population, with local bans possible and EPA power to bar municipal incineration if health hazards are found. Supporters say it saves municipalities up to 30000 annually by avoiding burial costs.
