Lobbyists qualify for pensions after one day of subbing

Two union lobbyists with no teaching experience could count past years as union workers toward the Teachers Retirement System after substitute teaching for one day in 2007. The Chicago Tribune and WGN-TV report says Steven Preckwinkle and David Piccioli could collect up to $2.8 million and $1.1 million respectively by age 78, with payments and interest to credit the years. They maintain their union retirement plans, while the pension funds may be drawn on to cover required credits. The federation says the actions were legal but should not be allowed again, as critics warn of undermining public confidence in an underfunded system. Former Gov. Blagojevich signed the bill into law.
