Chicago AP reports housing economist Michael Sumichrast of the National Association of Home Builders says 1983 will show a weak start with 1982 starts near 1.07 million the lowest since 1946, unemployment in construction may hit 21 percent, and mortgage rates stay high around 15.5 percent as the economy deepens before a 1984 recovery. He warns that 1982 is not a garden-variety recession and urges builders to seek nonresidential work while the market improves after 1983.
