Illinois Auditor General William G. Holland told the Legislative Audit Commission the Department of Commerce and Economic Opportunity failed to properly monitor Illinois FIRST grants including park projects or member initiatives. Auditors reviewed 100 grants and found lapses in compliance and monitoring from June 30, 2000, as the agency administers about 1.6 billion in grants with 12 billion in public funds. A 17 member audit unit now oversees grant use and financial audits are required for most recipients. The audit notes many grants lacked timely audits and the agency pledged fixes to strengthen controls.
