The National Weather Service forecasts fair and colder conditions tonight with a low in the lower to mid 20s. Tomorrow looks mostly sunny and warmer with a high in the upper 40s to lower 50s. The extended forecast calls for fair conditions Thursday through Saturday with highs in the 40s Thursday and warming to the 50s by Saturday.
President-elect Ronald Reagan began meetings on Capitol Hill to win congressional cooperation. He met Senate Republican leaders and House figures with Vice President-elect George Bush, signaling a push for a two party partnership. Reagan said tax cuts and spending cuts would be pursued but would take time to implement. He carried binders outlining plans to cut income taxes 30 percent over three years and reduce government spending by 2 percent yearly.
Needy households in Southern Illinois received only a fraction of federal heat relief funds. Agency managers blame late authorization and slow distribution, noting many eligible recipients paid utility bills first, with groceries or medications covered by nothing. Officials consider options to roll remaining funds into next year or redirect to high energy bill aid.
Educators By Dave DeWitte report Williamson County districts largely ignored a meeting called by State Sen. Gene Johns to address complaints over special education rights. Parents and advocates said district leaders avoided input while a 1978 law requiring individual therapy and placement is not fully implemented. Attorney Tom Kennedy called the costly hearing process extraordinary as parents seek direct input and more responsive administration.
Parents in Williamson County accuse the five district superintendents of unresponsiveness as they seek faster placement and clearer explanations for denied accelerated programs for handicapped children. Marion Unit 2 Superintendent A C Storme defends listening to families and questions open meetings while Parker defends limited public discussion and notes few dissatisfied students.
