Inmate Released After Rights Ruling At Menard
Richard O’Neill 52 of East St Louis and John Bayless 32 of Champaign were released by Randolph Circuit Court orders after rulings found due process rights violated at O’Neill’s 1939 trial and Bayless’ parole terms. O’Neill had pleaded guilty to the 1939 armed robbery slaying of John Muentefering. Bayless had been paroled to Champaign in 1955, later found in Kansas parole questions, and had a hearing set next week.
