The IRS told lawmakers it cannot pursue all unpaid bills and hopes private agencies will handle a portion of the 78 billion dollars in potentially collectible debt. About 18 billion is owed by taxpayers who can pay if asked. The plan would let private firms pursue up to 2.6 million cases annually, with the IRS not surrendering enforcement powers.
