Federal aid misuse cited in East St. Louis college audit
A federal audit by the U S Office of Education found State Community College spent about 1 3 million in federal funds improperly. Work study and student loans totaling over 1 million were disbursed before matching funds were secured. About 78000 went to tuition for non students in a metro east housing program. Nine students were enrolled at SCC and Southern Illinois University Edwardsville to receive federal aid from both schools. The probe followed actions by former SCC programs director Robert Jacox, who was fired in July for work study mismanagement. SCC president Clifton J Woods II commented he did not dispute the report.

Senate Hunger Report Finds 48 Percent Covered by Food Programs
The Senate Hunger Committee reports only about half of the nation’s poor in 1968 to 1970 receive aid from surplus commodities or food stamps, with the Midwest least served. The South improved but remains cited as less responsive five years earlier. The study notes 280 counties lacked adequate antipoverty food programs, a figure down only 17 since 1968, and points to limited progress since a 1965 benchmark.
