Congress clears a far reaching campaign finance reform aimed at banning unlimited soft money and curb issue ads near elections. The measure, supported by McCain and Daschle, faces constitutional challenges and would take effect November 6, with a 60-40 Senate vote and 240-189 House vote.
In the House, Republicans push to amend the Antiquities Act after Clinton created 19 monuments totaling 5.9 million acres. They cite the 1.7 million-acre Grand Staircase Escalante designation in Utah as example of executive overreach. The bill would require any monument over 50,000 acres to be ratified by Congress within two years.
Independent Counsel Robert Ray released a six year final report finding the Clintons benefited from criminal activity in the Whitewater venture but lacking sufficient evidence to convict.
