Commission backs Social Security changes to avert shortfall
A sharply divided National Commission on Social Security warned all three trust funds may run insolvent by end of 1983 without steps. It recommended using general revenues, a 2.5 percent surtax, expanded coverage for government workers, and a gradual rise in retirement age to 68. The panel also urged a new cost of living index for the elderly to base benefit increases.
