Carbondale Elementary School District 95 officials warned a looming deficit through 1986 as state aid shrinkage and a potential tax referendum loom. Budget projections show a 1 percent loss in state dollars under Gov Thompson's plan, with district reliance dropping to about 31 percent from 36 last year. Without full approval, the district could face $759,000 shortfall, draining a prior $1.5 million surplus. plans include borrowing and reallocating a $450,000 working cash fund to cover education expenses of about $3.7 million against $2.9 million in revenue through 1986, excluding one time amnesty funds.
