The Rev. Jesse L. Jackson, head of the SCLC's Operation Breadbasket, spoke Sunday after Chicago and again Tuesday night urging a human subsidy while leading about 1,500 demonstrators, mostly Black, to Springfield on Thursday to press the governor.
Secretary Robert Finch concedes defeat in pushing Dr John Knowles for HEW assistant secretary health and scientific affairs. AMA opposition and Dirksen resistance delayed the nomination, with Finch planning to ask Nixon to nominate another candidate. Knowles disputed the opposition, spoke in Boston, while Dirksen declined comment.
President Nixon landed in Plattsburgh New York and flew by helicopter to border ceremonies marking the 10th anniversary of the St. Lawrence Seaway opening, a joint Canadian American project.
Gov. Richard B. Ogilvie pressed to move an income tax bill in the House after meetings with GOP and Democratic leaders and Chicago Mayor Daley. Speaker Ralph Smith aimed to amend the bill sponsored by Merle Anderson to a 3 percent flat rate. Arrington in Evanston signaled the bill might not pass the Senate, while Ogilvie claimed enough votes exist.

The Illinois Senate passed more than 650 million dollars for next year’s operation of the Department of Public Aid, about 10 million less than requested. It also approved 167 thousand dollars for special General Assembly elections in several districts, including Madison County to fill Lt. Gov. Paul Simon’s Senate seat.
Congress completed action on an emergency bill to extend tax withholding through July while a decision is made on extending the 10 percent income surtax. The House sent the measure to the President by voice veto after Senate passage on Wednesday.
Deputy state fire marshal Norman Hilton said progress is being made in the Old Main arson fire at Southern Illinois University on June 8. He noted a dedicated tip line, 457-5323 in Carbondale, remains staffed, with a $10,000 reward offered for information leading to arrests. Demolition of the remains paused while plans for salvage and a historic site are decided. A bill seeks aid for temporary classrooms and a replacement building.
About 1,500 demonstrators led by Rev. Jesse Jackson gathered at Springfield demanding an end to hunger and poverty. They urged Gov Ogilvie and the legislature to declare hunger a disaster and provide direct subsidies including meals for children. State police barred entry to Senate and House chambers as the protest continued through the Capitol complex.
The Illinois House passed a measure to curb campus disorder with fines and jail terms for criminal damage and trespass by students on state funded property. Damages under 500 trigger 1000 dollars and one year, over 500 carry 5000 dollars and five years, with trespass and unlawful weapon storage punished by 1000 dollar fines and one year in prison.
Associated Press reports turmoil in Kokomo Indiana Omaha Nebraska and Cairo Illinois with fires looting and cross burnings. Kokomo chief Raymond Kellar was shot and treated with a pellet wound, while riot troopers were deployed. Cairo reimposed a curfew after whites and Blacks clashed and a mother’s march ended in violence.
