State leaders fail to agree on revenue plan
Legislative leaders failed to reach accord on a state revenue plan as three days remained in the session. Governor Kerner studies agency viability into the next biennium while conservative Republicans push to cut the budget. A key tax bill amendment excludes advertising, insurance and medical services from a 3.5 percent tax, and a separate plan would grant cities a $50 million flat distribution by population. Democrats and Republicans maneuver toward votes and potential vetoes, with talks of an emergency special session if reached impasse.
