A federal study finds upgrading levees along the upper Mississippi and Illinois rivers would cost more than 8 billion dollars to guard against 500 year floods and about 3.7 billion for 100 year floods. Economics hazy in casino game in Missouri

In 2000 Isle of Capri Casinos pitched a Kimmswick casino claiming a $199 million local economic boost. An economist from Nebraska later suggested the project would yield only a small gain for Jefferson County and a loss for Kimmswick, illustrating the uncertain economics of gambling expansion. The region anticipates over $1 billion in gambling investment in coming years, while casino backers often inflate economic benefits.
