Senate rebuilds Build Illinois pay plan
Senate Democrats used their majority to bypass Gov. James R. Thompson’s bonding plan for Build Illinois and push a largely pay-as-you-go version. The $1.3 billion public works program moves toward passage, with a House Senate conference likely. Republicans warn it delays projects and shifts costs to taxpayers, while Democrats argue it saves more than $2.5 billion in interest and fees.
