Senate Pushes PAYGO Build Illinois Plan Against Bonding
Senate Democrats used their majority to sidestep Gov. Thompson’s bonding approach and push a largely pay-as-you-go Build Illinois outline. The plan, a $1.3 billion public works program, faces a House Senate conference, with Republicans warning it delays projects and harms taxpayers. Debate touched on federal deficits tax impact and interest costs, while supporters cite job creation and infrastructure rebuilding.

O Daniel argued the single-district scope and special inter city water role justified opposition. House support was strong but waned in the Senate.
