SIU plans to borrow for Edwardsville housing project
The Southern Illinois University board approved a plan to borrow construction funds for two projects and awarded contracts pending funds. SIU will issue revenue bonds at 5 percent, sold to the SIU Foundation, which will borrow $4.5 million from First National Bank Chicago at 4 percent to pass to SIU. The Edwardsville housing phase covers 248 two and three bedroom units for graduates and junior staff, with rents repaying the loan. Carbondale will add an underground parking area for an administration building on Harwood Avenue, with rent or metered spaces repaying the debt. Contracts awarded include Consumers Construction Co. for general work, Thomas J. Fleming Co. for plumbing, Lavin Sheet Metal for HVAC, and Rite Electrical Co., with about $700,000 for the parking. SIU aims to raise the interest ceiling above 5 percent if needed and seeks legislative action to permit a 6 percent limit.
