A federal judge ruled that de facto segregation in Washington DC public schools violates the Constitution and ordered remedies this fall. The measures include busing from Negro neighborhoods to white schools, mandatory reassignment of teachers to integrate faculties, and ending the track system. The ruling extends desegregation beyond legal desegregation to address economic status and substandard education. The decision, by Judge J Skelly Wright, can be appealed and covers the district only.
