Killer beats chair again on jury sanity ruling
Decatur Illinois June 20 Convicted highway killer Carson Seger 20 of Alton was found insane by a Macon circuit court jury saving him from the electric chair. The nine man three woman jury opened a sealed verdict at 9 30 a m CST after five hours of deliberation finding Seger lunatic at present and insane since his May 25 last year conviction. A sanity hearing for Curtis Chapman 19 of White Hall is due to start later today. Seger was to die Friday for the hitchhike slaying of Jerseyville insurance agent Howard Heininger in April 1949. The judge committed Seger to the Illinois Security hospital at Chester, with possible reversion to capital punishment if he regains sanity.
