Southern Illinois University President to hold informal board sessions
Delyto W Morris plans continued informal meetings with the SIU Board of Trustees the evening before regular sessions. Since 1957 a press observer attends, with the 1967 open meeting amendment limiting debate to land and personnel matters and prohibiting action. John C Gardner of the Southern Illinoisan attends Carbondale meetings. Executives from regional papers attend. Morris says they may sue if needed but prefer not.

Carbondale city councilors discuss proposed revisions to the administrative ordinance reflecting new departments and name changes since adopting a council-manager government. The plan adds planning department enforcement with code enforcement aid, shifts zoning duties from the old building and zoning department, and includes the newly created Manel Cities department and civil defense. It also eliminates the auxiliary police provision, a change noted after discussions about maintaining such a force.
