The Court struck down a broad city ordinance requiring door to door solicitors to obtain permits, saying it burdens everyday public discourse and targets groups like Jehovah's Witnesses. Justices Stevens and others noted minimal exceptions for benign visits, while dissenting views urged narrower scope. The ruling upholds free speech while allowing day by day exemptions for certain groups and types of solicitation.
