Democratic Gov. Samuel H. Shapiro and Republican Richard B. Ogilvie urged a July vote on a new Illinois constitution. They argued the 1870 document is inflexible and out of step with modern needs, proposing a convention with itemized revisions to avoid broad rejections. The pair spoke at a Chicago luncheon of bar associations.

Judge Rules Against Howie in Car Towing Suit

Judge Robert Schwartz ruled Monday for Verna Russell in the car towing case filed by Mrs. John Howie. The jury found Howie failed to prove her claim by preponderance. The suit cited Russell a Benning Real Estate agent and claimed the car was towed April 30 from a Benning lot. Evidence showed Howie and Mrs. Richard Hendee were absent when the car was moved. Marjorie Frields was dismissed as a defendant for lack of direct involvement.
