Illinois House bills on one man one vote for county boards pass the Municipalities Committee 15 to 9 and go to the House floor. Sponsored by Rep. William Redmond the plan grups boards into specified districts by population with pay scales and a self remapping schedule. The measure sets penalties if a county board fails to reapportion and shifts to countywide elections.
