Soviets Reorganize Forces In Europe As East German Withdrawals Continue

American intelligence reports say the Soviet Union completed most East German withdrawals while beefing up 10 of its 26 Eastern European armored divisions. Moscow plans add about 1,200 tanks and more artillery and armored personnel carriers to each division, increasing total Soviet presence by over 20,000 troops. Officials say the shift may aim to bypass strong antiarmor defences and precede main tank assaults with motorized units. This reorganization suggests a strategic change in Moscow's plan for fighting a conventional war in Europe.
