Frustrations at EPA session call for clear guidelines
Illinois EPA hearing on proposed water pollution rules drew municipal leaders like Harold Roffmann and Carbondale officials lamenting five years of abrupt changes and slow grants. They cited $4 million for a pollution facility, $100k for a second system, and a 60 percent rate rise since 1969 while awaiting state or federal funds. The panel warned that federal rules keep shifting and final guidelines may take months or years, with funding now community by community rather than basin by basin.
