Legal aid group to send reps to Illinois ICC hearing on deposits
The Legal Assistance Foundation of Southern Illinois plans to testify at a July 5 Illinois Commerce Commission hearing in Springfield on utility deposit practices. A June 1971 class action by Carbondale residents challenged increased cash deposits for “poor risk” customers by Central Illinois Public Service Co. Deposits ranged from 45 to 105 dollars based on billing histories. The commission noted 10 to 12 similar complaints, while CIPS said the policy affects customers statewide and refunds deposits with interest after 12 months of timely payments.
