Khrushchev and Kennedy Hold Firm Lines in Vienna Talks
In Vienna Premier Khrushchev stuck to anti Western policies during talks with President Kennedy. U.S. officials hope the summit may temper his course. Kennedy warned that any showdown over West Berlin would be defended by Allies and urged careful restraint. They discussed disarmament and a possible Laos agreement, but no new U.S. policy changes were announced. The outcome hinges on Khrushchev’s future actions regarding Berlin, disarmament, and a potential separate peace with East Germany.

Supreme Court backs Smith Act clause on Communist membership
The Supreme Court upholds the knowing membership clause of the Smith Anti-Communist Act of 1940, affirming a conviction of Junius Irving Scales. The 5-4 decision, written by Justice Harlan, rejects broad challenges to criminalizing association with subversive advocacy, while dissents argue the ruling overreaches constitutional protections and targets minorities.
