Civil suit possible against Rep. Hays over Miss Ray payments
The Justice Department weighs filing a civil suit under the False Claims Act to recover funds paid to Elizabeth Ray, who says she was on Rep. Wayne Hays payroll as his mistress. A decision may wait on criminal charges, with focus on Hays' involvement in approving payments. Meanwhile Hays plans to step down from one leadership post as pressure builds to relinquish the Administration Committee. Rep. Symms and Rep. Michel seek to strip staff funding oversight from the Administration Committee, with a possible June caucus ouster if Hays does not resign.
