Brown signs austere California budget amid Proposition 13 backlash

Gov. Edmund Brown Jr. signed a $14.7 billion state budget calling it austere and lean in response to Proposition 13. The plan reduces spending, vetoes 2.5% raises for 224,000 workers and welfare grants for 1.4 million, while leaving 3.7% increases for 700,000 elderly, blind and disabled Californians intact. The budget is down from Brown's initial proposal and follows Proposition 13’s $7 billion cut to local property tax revenues.
