Troopers Challenge State Bonus Plan In Court
Peter McAllister president of the Illinois troopers lodge of the Fraternal Order of Police and officers filed suit in Sangamon County Circuit Court alleging the Illinois Department of Law Enforcement illegally created a career path program to bypass merit board promotions and pay raises. Officials defend the plan saying it benefits about 80 percent of the force and adds titles such as trooper first class and master trooper with monthly bonuses, while asserting the program does not conflict with civil service and merit procedures.

He will refrain from political hirings for all but about 120 jobs in the office, reducing what had grown into a prize of patronage under his late father Mayor Richard J. Daley. The agreement followed negotiations with Michael Shakman, who in 1969 challenged patronage in state, city and county offices.
