President Carter plans to postpone for a second year the economic aid program for poor nations promised last year and during his 1976 campaign. Budget requests to Congress next week will mirror last year’s, adding only catch-up funds for unmet World Bank and regional development bank pledges. Dems shorten primary to 13 week window and ban crossover voting

The Democrats rules committee voted 41 to 12 to set a 13 week primary season from the second Tuesday in March to the second Tuesday in June and end crossover voting. The changes need ratification by the Democratic National Committee and allow early states like New Hampshire and Massachusetts to keep their traditions for one more election. The plan would replace the six month season used previously and aligns with White House backing.
