Prosecutors Take On Environment As Major Client In West

In Northern California federal prosecutors shift from lax to hard line on environmental crimes. From six cases in 1998 to over 36 last year, the San Francisco office leads a national rise in pollution prosecutions. The effort expands amidst logging fishing shipping and protected lands, with notable cases like three bikers punished for illegal trail cutting in the Golden Gate NRA.

Chicago taps development fund for Millennium Park debt

Chicago plans to cover Millennium Park costs with revenues from a downtown garage that opened last February. The 2,181 stall facility has drawn far fewer motorists, earning about half of the anticipated monthly $725,868, prompting a $3.1 million transfer from the Central Loop tax increment financing account on Jan. 1 to cover the park's debt. Officials expect higher usage with an ice rink and more stalls opening soon.
