The forecast calls for a cold night with lows in the mid 20s. Saturday will be sunny and cooler with a high in the lower 40s. Through Tuesday expect mostly clear to partly cloudy skies with little day to day temperature change.
U S Rep Paul Simon of Carbondale warns critics against over optimism as the USRA outlines a preliminary Conrail plan for Northeast and Midwest railroads including Penn Central. He notes this is an early step to a final Congress presenting plan while subsidies and hearings unfold in Springfield and at the ICC.
It was another bad day Thursday on the press at The Southern Illinoisan. Chicago and Rock Island Railroad pleads for a federal loan as ICC lines prepare contingency splits. President John W. Ingram warns of near shutdown within two to three weeks if Congress does not back a Rock Island rescue, after USRA declined a 100 million loan.
The House passed a 21.3 billion tax cut by 317 to 97 with rebates on 1974 taxes and lower 1975 taxes via withholding changes. It repeals the oil depletion allowance, a move that may slow Senate action. The bill targets mainly low income earners and includes a new earned income tax credit and extended business credits.
Gov Daniel Walker's budget request calls for 1.82 billion dollars for public aid in fiscal 1976 with a 170 million deficit appropriation to cover through June 30. Public Aid Director James Trainor notes large increases in AFDC and Medicaid outlays, while Illinois ranks third in national public assistance spending and fifth in population.
Pentagon officials say a Khmer Rouge victory in Cambodia would not pose a grave military threat to South Vietnam or Thailand, though it could have a psychological impact and force Thailand to reassess ties with the United States. Analysts note North Vietnamese forces already operate near Cambodia and could redeploy for broader action if needed.
The Illinois Department of Transportation proposed $7 million in improvements at 52 airports as part of Gov. Walker’s accelerated building program financed by a $4.1 billion bond plan. Projects include Carbondale Southern Illinois Airport $215,000 for parking and hangar area paving, East St. Louis Bi-State Parks Airport $20,000 for fencing, Effingham County Memorial Airport $161,000 to overlay runways, Harrisburg Raleigh Airport $37,000 to overlay, Salem Leckrone Field $152,000 to overlay hangar area taxiway and expand apron.
The Justice Department dismantled the Interdivisional Information Unit formed in 1967 to collect civil disorder data on thousands of Americans. Atty. Gen. Levi pledged advance notice to Congress before revived and said he will review all new computer service proposals for privacy compliance.

A prayer vigil continues at Faith Bible Tabernacle Church 103 N Jackson St Harrisburg as about 18 of 30 youths pray since Feb 16 for the return to life of the late Orval Ammen pastor. Ammen also pastored another Faith Bible Tabernacle at 303 S Market St Marion.
