Life magazine reports 52 Soviet crew members remain in custody in Ghana after two trawlers were seized last October for border violations and alleged arms smuggling. Ghanaian authorities briefly detained the crews, then later questioned them in Accra before keeping them aboard.
The Commerce Department said the 1968 balance of payments surplus was largely temporary, driven by a late December shift. Gold outflows continued, and U S exports barely topped imports by under 10 million, despite a yearly 3.5 billion export excess.
Nixon top economist Paul W. McCracken told the Senate House Economic Committee that policy should steadily and gradually reverse inflation. He suggested the 19 percent surtax could extend beyond June 30 while stressing a balanced budget and limited changes to Johnson-era spending. He and colleagues Herbert Stein and Hendrik S. Houthakker opened formal council testimony on inflation, unemployment, and welfare reform.
After a 24 hour truce, four U S 6th Fleet ships resumed Mediterranean patrols following a week in Istanbul marked by anti American protests that killed two and left hundreds injured. Long Beach California AP reports Berry L. Cannon a 33 year old electronic engineer from Panama City Florida died of a heart attack while diving 610 feet to check air leaks in the Sealab 3 habitat off San Clemente Island. Cannon was part of a four diver team aboard a pressurized capsule from the USS Elk River. The Navy cited cardiac arrest during a deep dive and said the other three divers were safe. The mission continues as planned with Sealab 3 following earlier Sealab programs off Bermuda and La Jolla.
President Nixon and the Urban Affairs Council met with readers of the Urban Coalition and heard a call for expansion and revitalization of the antipoverty program. John W. Gardner, coalition chairman and former HEW secretary, told reporters he believes Nixon will move affirmatively on several proposals.
