Springfield Feb 15 AP The University of Illinois proposes a two year operating budget of 77,601,577 to the state budgetary commission. The plan shows a 10,329,835 increase over current allocations, largely earmarked for a Chicago hospital addition and Champaign Urbana veterinary medicine and animal science building. President George D Stoddard outlined the needs to the commission aiding Gov Stevenson in the 1951 53 budget.
