The Sunday Times reports Red Chinese troops seen crossing into North Viet Nam with large Chinese forces massing near the border. Two battalions were observed moving along a highway parallel to the Nanning Hanoi railroad as U S air reconnaissance watches Nan ning. Mao Tze Tung told Edgar Snow China would not fight unless attacked.
Istanbul February 13 Ismet Inonu's government resigned after a loss on the national budget vote in Ankara. The opposition united with splinter parties to defeat the 11 year old premier in a 197 to 225 tally with two abstentions. a caretaker government was requested by the president.
A 33 day waterfront strike ends with 17 214 longshoremen returning to piers and hiring centers. Machinery idled during the walkout roars back to life as 166 of 195 strike ships resume loading while dockers in Boston Philadelphia Baltimore Mobile and New Orleans also resume work. The International Longshoremen's Association lifts bans except in the South Atlantic and Texas ports.

Senate leadership cautions pace may slow as major measures on Appalachia, water pollution, farm price support, and an international coffee agreement face controversy.
