Snowplows work around the clock as the Northeast digs out after a weekend storm. The death toll rose to 82, many from shoveling snow in Westchester County. Kennedy Airport clearances and stranded travelers dominated scenes of disrupted transport, with thousands marooned and food shortages reported.
The Illinois Senate approved a measure barring Chicago Public Schools from assigning a pupil to a school outside the subdistrict without parental written consent. The bill, sponsored by Sen. John Lanigan, passed 34 to 14 and moves to the House.
The battleship New Jersey returned to Vietnam duty hurling 1900 pound shells at four enemy bunkers south of Da Nang. Four hours of bombardment killed at least five enemy soldiers, aiding South Korean marines. An American helicopter was shot down near Pleiku with no casualties.
United States and allied leaders plan a spring war summit in Bangkok after the SEATO ministerial session. discussions likely cover troop withdrawal sequencing and progress of peace talks as Saigon forces assume more combat duties. Foreign ministers from Thailand South Korea Australia New Zealand the Philippines and South Vietnam participate.

The Illinois Budgetary Commission voted to transfer its staff to the state Finance Department while opponents warned it would end the commission. The 8 to 3 vote followed a motion by Republican Senate Majority Leader W Russell Arrington of Evanston. Governor Ogilvie has urged creating a bureau of the budget.
New Orleans AP reports Perry Russo, state witness in Clay Shaw conspiracy case, testified he overheard Shaw, Oswald and Ferrie discuss killing President Kennedy but did not hear a definite agreement. Russo, 27, said he was in and out of Ferrie's apartment during a September 1983 gathering.
Paul Rand Dixon, chairman of the Federal Trade Commission, proposes additional legislation to guarantee fair warranties for new cars after eight days of public hearings. He notes consumers deserve reliable warranties and promises supplemental briefs, staff reports, and extensive study before action. The hearings drew thousands of pages of testimony and about 1,000 complaint letters plus 100 inquiries from Congress.
State GOP leaders filed a petition urging the General Assembly to begin considering reapportionment. The document was signed by State Chairman Victor L. Smith Cook County Chairman Edmund Kucharski and Hap Northern of Quincy. In 1967 a Republican bill would have shifted seats from Southern Illinois districts affecting Rep Kenneth J. Gray and Rep George Shipley, with counties listed as Jackson Williamson Perry Jefferson Saline Union and Johnson to gain seats for Republicans.
The Illinois Supreme Court ruled today that a special election can fill the 53rd District state Senate vacancy. Dick Allen and others challenged the validity of a special election called by former Governor Samuel Shapiro to fill the seat of Paul Simon of Troy, who resigned after election as lieutenant governor.
The government report shows a 3.3 percent seasonally adjusted unemployment rate for January, a smaller drop in nonfarm payrolls than typical, and a total of 60.5 million jobs. Unemployment reached 2.9 million, up from December due to strikes, with earnings up modestly for full time workers.
Gov Ogilvie froze all state supported capital projects and bonding by the Illinois Building Authority delaying higher education construction. Junior colleges especially face delayed projects, including a 4.48 million Belleville Junior College site.
