Nine uniformed youths seize city offices in Anna for Boy Scout Civic Day with mayor and four commissioners drawn by lot. No violence as they perform traffic duties and city governance tasks under authorities’ knowledge.
The Agriculture Department rejected all bids to retire whole farms in Tennessee Illinois Nebraska as part of a soil bank conservation plan. Officials said bids were too high relative to land productivity and rental value with Maine remaining open through February. The plan aimed for 5 to 10 year retirements but is considered likely dead.
The report notes generally fair conditions with continued cold in Southern Illinois. Highs in the low 20s, nights near 5 to 10 above, and recent highs around the 32 degree mark. Crab Orchard Lake sits 3 inches above the spillway with sunrise at 7 04 a m and sunset at 5 26 p m.
An emergency meeting of Anna Boy Scout parents is set for Monday February 10 at 7 30 p m in Anna City Hall. Newt Williams district director says the agenda focuses on program development.
Berlin, Feb. 8 AP East Germanys Stalinist leadership fired three top party figures in a purge against a liberal faction. Walter Ulbricht dismissed Karl Schirdewan from the Central Committee and Politburo, Fred Oessner was expelled from the Politburo, and Ernst Wollweber was ousted from the Central Committee for criminal failure in police work.
Virgil T. Bailey is declared mayor of Mount Vernon by a 44 vote recount conducted by Circuit Court Judge Randall S. Quindry. Joseph A. Dull, who sought the recount after Bailey’s 37 vote April win, challenged illegal votes. Both sides pay their own court costs.
Roy W. Johnson, 52, vice president of General Electric, named to head ARPA to develop future space weapons and coordinate defense space research. He will take over April 1 and may take 18 months to two years to establish ARPA with authority to farm out projects and use facilities, with Air Force likely to provide crews for space ships.

Leon B Stilley contractor said his firm will begin work on the first section of Federal Aid Interstate Rt 4 in early April. He received a $1 079 578 highway contract from the Illinois Division of Highways in Springfield for 1.94 miles of concrete pavement from Dongola east to the Union Pulaski county line. The contract allows 300 working days for completion with grading to be finished in 1958 and paving in early 1959, weather permitting.

The Board of Education suspended at least 644 pupils on a policy aimed at removing violent or severely misbehaving students. Brooklyn led with 339 suspensions followed by Manhattan 113, The Bronx 51, Queens 36 and Staten Island 5.
Roy William Johnson, 52, named director of the Defense Department's ARPA, says he will stress cooperation with the secretary, the military, and other agencies. A Michican City native, he will take a pay cut from GE where he earned $158,314 in 1956, plans a brief tenure, and then semi retirement with a private nonprofit. He lives in Stamford, Connecticut, with his wife and daughter and does not smoke, drinks Scotch, and favors an Ivy League look.
The Egyptian Council of the Boy Scouts of America will meet Sunday at Marion Junior High School for a kickoff to a nine month Safety Good Turn project starting March 1. The program is divided into three three month phases: Traffic Outdoor Safety and Home Safety. Irvin Warren of the University of Illinois will deliver the kickoff speech.
