East Germany released U S Army pilot Richard Mackin and four soldiers after weeks in captivity. Khrushchev offered Western access to West Berlin in a plan tied to UN responsibility, urging quick end to the Cold War and inviting Eisenhower to visit the Soviet Union.
London reports Prime Minister Macmillan will visit the Soviet Union beginning February 21 for seven to ten days. Khrushchev hopes President Eisenhower will also accept an invitation, while the White House has not indicated any plans.
Investigators seek answers from two surviving crew members about the cause of the big airliner's LaGuardia crash that killed 65 of 73 aboard. President Eisenhower asks Congress to enact a seven point program strengthening civil rights by making it a federal crime to obstruct court orders in school desegregation. The package includes FBI powers, flight across state lines penalties, voting record inspections, temporary state aid, and a commission on equal job opportunity, with legal drafts sent to the Justice Department for penalties up to ten thousand dollars and several years in prison. An interim report is sought by Sept 1 as part of maintaining core democratic principles.
