Washington AP reports critics say President Ford’s energy economy plan hurts the poor by raising bills and delaying relief. Opponents cite higher overall costs, including food stamp cutbacks, while administration officials defend the plan as fair and beneficial. Weather expected to stay cloudy with mild temperatures.
President Ford told reporters he will send a $349 billion budget to Congress promising a deficit of $52 billion for the 1976 fiscal year. He warned deficits could reach nearly $70 billion without agreed reductions and urged Congress to back deep spending cuts and energy measures to aid recovery.

Rep. Paul Simon says President Ford will ask Congress to fund more than 69.5 million in 16 Army Corps projects in his 22 county district with White House approval. Leading amounts include 34 million at Smithland Kentucky and 21.1 million near Dog Island Pope County. National total 1.95 billion.
An Horizon Corp. DC3 carrying 13 passengers and a crew of three crashed in rain and fog about 3:08 a.m. near Houston Intercontinental Airport, killing five aboard including Dallas pilots James Matthews and Thomas Parks and Lawton Oklahoma passenger Richard King. Eleven others injured as firemen suffered gasoline burns. The flight originating in Tulsa and Lawton was en route to Waterwood Lake Livingston resort but diverted due to bad weather. Weather and injuries reported. one passenger described the first flight as a nightmare.
United States and Soviet representatives began top level talks in Geneva to draft a new treaty limiting offensive nuclear weapons. U S Ambassador U Alexis Johnson and Soviet Deputy Foreign Minister Vladimir Semonov met to set a negotiating schedule, building on the Vladivostok accord of November 3.
Howard J. Osborne testified in May 1973 that Richard Helms ordered withholding McCord letters and blocked FBI interviews regarding Watergate. The declassified remarks, part of House intelligence hearings, claim Helms directed care to avoid DOJ access and deny inquiry into Hunt and Ehrlichman links.
