Schaefer commission proposes broad state welfare reforms
The Schaefer commission's third report urges major changes in Illinois penal and welfare systems. It calls for civil service parole agents, parental fees for patient care, centralized juvenile delinquency work, transfer of the Dwight reformatory to Public Safety, and a unified prison framework with updated pay and training. It also suggests updating the Division of Correction to Parole and Pardon board and expanding prison industries while seeking legislative approval.
