Insurance plan spared for Illinois teachers
Gov. George Ryan signed a bill restructuring the Teachers Retirement Insurance Program in Springfield to avert an 80 percent premium spike. The measure, in effect until July 1, 2004, limits premium increases to 10 percent in the coming fiscal year and 12 percent the next, and raises active-teacher contributions from 0.5 to 0.65 percent starting Jan 1 and to 0.75 percent in July 2003.

Fire kills three Bradley children in second floor blaze
Three Frantz siblings Zachary age 2 Ashley age 9 and Carolann age 11 died Thursday in a Bradley home fire. Fire Chief Steve Wilder said they were found huddled in a rear second floor bedroom while their mother Patricia Frantz and two other children escaped. In a separate case Andrea Boughton 20 of Zion faces first degree murder charges in the deaths of her infant son and daughter held on 3 million dollar bond.
