President granted expanded authority on trade deals
The House narrowly approved a bill giving President Bush power to negotiate global trade agreements and submit them to Congress on a take it or leave it basis. The vote was 215 to 214 with Speaker Hastert urging support amid wartime leadership. Critics said protections for workers and the environment were not guaranteed and no Senate action is expected until next year.
