Senate keeps basic skills aid plan in education bill
The Senate approved a multi million dollar program to teach reading writing and arithmetic, rejecting a bid to remove it from an education bill by a 62-30 vote. The plan would provide up to 754 million dollars in federal aid over five years to strengthen fundamentals. A GAO report on abandoned urban houses urges HUD to require grant cities to act on plans, and to offer incentives to keep properties occupied. It cites 149 cities with housing abandonment data, noting most are privately owned and deteriorating, with St. Louis Detroit and Philadelphia detailing major to substantial problems.

Chemical seepage after blast closes Calumet River
A pre dawn explosion at Ashland Chemical Co. in Calumet City killed Reather Maupin 34 of Lake Station Ind and injured four others. Water used to fight the blaze mixed with at least 17 chemicals and flowed into the Little Calumet River prompting barge traffic closure and river evacuation. A later flare up spilled about 150 gallons of chemicals. dangerous substances include ethyl acetate butyl acrylate and methyl acrylate. The refinery fire forced evacuation of a 10 block area while earthen dams were built to prevent further seepage.
