State law funds mass transit systems in Illinois
Gov. George H. Ryan created a law on Tuesday to aid Springfield area riders. The Jackson County Mass Transit District and a five county district including Massac, Union, Pulaski, Alexander and Johnson counties are eligible for state funds. No money was included in the current budget, with funding unlikely before July 1, 2002. District representatives say extra funds would expand hours and add vehicles. HB 185 sponsored by Rep. James D. Fowler and Sen. David S. Luechtefeld.

Meth penalties stiffened by new Illinois law HB978
Governor George H. Ryan signed a law setting harsher penalties for methamphetamine lab operators when emergency workers are injured. The measure HB978 doubles prison terms in such cases and targets meth makers. It takes effect January 1, with sponsors State Rep. Donald L. Moffitt and State Sen. Carl E. Hawkinson leading the effort.

Illinois law creates multipollutant emissions rule process
Springfield reports Gov George H Ryan signed SB0372 establishing a rule making process to cut air pollution from power plants. IEPA must study health costs coal and renewables and issue a report between Sept 30, 2003 and Sept 30, 2004, with rules to follow to the Pollution Control Board within three months and board action within one year.
