Two state school officials warn of trouble for students and taxpayers if Gov. Kerner vetoes the school aid increase bill. They say a veto could prevent districts from meeting new teacher salary minimums and force cuts to programs, prompting higher local taxes and possible accreditation issues for graduates.
Police questioned an unidentified man as a homicide probe targets a 16-year-old honor student. Stephanie Gorman, daughter of attorney Edward I Gorman, was found raped and shot in her bedroom inside the family home. Detectives noted four 22 caliber shell casings at the scene and a twisted undergarment around her neck. The man, living about a mile away, is in custody for questioning.
U S Ambassador Foy D Kohler walked out of a Kremlin reception after Premier Kosygin accused the United States of aggression in Vietnam. Kohler said the remarks were not acceptable to him as a guest and he could not reply. Kosygin had alleged imperial aggression and warned of grave consequences for world peace.
Washington AP The Senate Labor Committee approved 121 today a 1.65 billion bill extending Johnson antipoverty program for a second year. The authorization clears committee with 150 million more than the President asked but 400 million less than the House approved last month.
President Johnson signed the historic bill in the Capitol rotunda declaring the law a triumph for freedom. He announced civil rights actions to challenge poll taxes in Mississippi Texas Alabama and Virginia and pledged federal enforcement to ensure all eligible Negroes can vote. Johnson urged registration and voting while addressing leaders and the nation near a Lincoln statue and presenting pens to Hubert Humphrey and Everett Dirksen as symbols of the occasion.
UCLA psychologists inject RNA from trained rats into untrained peers and observe the untrained group show a sevenfold increase in seeking a food cup when a click sounds. Dr. Allan L. Jacobson cautions memory fades without reinforcement and notes potential human implications in the long run.

A Hambra bomber crashed on a Nha Trang street today after its pilots ejected safely. Officials say at least 12 Vietnamese civilians died and 63 were injured as four bombs exploded. The aircraft was on a mission against the Viet Cong when it struck the area, destroying buildings and starting a fire.
