The Illinois House approved SB 2074 by 97 to 12 to require interest on unpaid court fines to cover extra clerk costs. All area reps voted yes except Gary Forby. The measure moves to Gov. Ryan for approval.
A state audit says SIU School of Medicine in Springfield kept $20,000 in a revolving change fund and $8,300 went missing in July 2000. Entry was gained to a restricted room containing a safe. No charges were filed. The fund is now reduced to $1350 with tighter controls and cameras.
A Franklin County appeals court ruled the state may televise the execution of killer Alton Coleman to victims families via closed circuit. Coleman, 46, arrived at Lucasville death house for Friday’s lethal injection after 1984 murders in Ohio and other states. His lawyers appealed, arguing state law bans broadcast equipment at executions and limits witnesses to three victims’ family members.
Senate Democrats propose using more than 2 billion of the 8 billion expected from the national tobacco settlement over 25 years to cover the next year’s budget gap. They would securitize 500 million, giving up future proceeds for an immediate payout, while Republicans push waste-cutting and oppose new taxes.
