SIU Carbondale drops step pay plan for civil service
A proposed step pay plan for SIU Carbondale civil service workers was defeated 285 to 48 by employees. Critics warned long term staff would lose incentives while supporters argued it would reward training newcomers. Officials say no revival is planned unless a broad employee push returns.

State election board to seek change in law on recount supervision
The Illinois State Board of Elections will press a change to the election consolidation law to clarify who must supervise discovery recounts. Discovery recounts would be handled by the regular county canvass board in Randolph County, while clerks in other Southern Illinois counties argue the duty belongs to local canvass boards of taxing districts. The board will seek to require county clerks to chair local canvass boards for discovery recounts and to use those boards exclusively.

Norge rejects request for talks
Officials at the Norge plant in Herrin rebuffed a union request to resume negotiations to end the strike that has 1,050 workers off the job. Union spokesman David Garner said he spoke with company negotiator Jon Nicholas by phone, but the bid for a bargaining session was turned down. The dispute centers on overtime and wage provisions, with workers seeking guaranteed overtime and higher pay. Incentive staff faces offers of 30, 21, and 21 cents increases over three years, while non-incentive workers are offered 65, 45, and 45 cents or more. Strike benefits of 40 dollars weekly will not arrive until month’s end. The plant, a Magic Chef division, makes washers and dryers and is represented by the IAMAW Lodge 554.
