Southern Illinois University student Harry Dale Atkins, 23, of Carbondale, was fined $14.90 by Police Magistrate Roy Hall for tearing up three parking tickets and scattering them in front of City Hall. The penalty included costs, a charge of destroying the tickets, and 50 cents per overdue tab. Police Chief Harold Peterson said Atkins admitted tearing the tickets.
